Local pastor Fr. Wilson K had come to know about the DREAMS program and realized the need for his Church youth to reach out to the Mexican migrant community and their children who needed psycho-social skills development in the Rio Valley area of Texas. The program was introduced to the adult and youth volunteers at his Divine Mercy Church, Rio Valley. The McAllen Texas chapter was established in 2017 under the leadership of Prof. Susamma Thomas, the co-founder of the chapter. Prof. Pauline Jojo had also played a vital role in providing community leadership and recruiting volunteers to the program. The leadership reached out to Sr. ….. Director Proyecto Desarrollo Humano, Penitas and they welcomed the program and decided to implement it at their location for the students they have identified.

The youth leader Mr. Jerry Joseph brought in a lot of youth mentors to the program except a few from RioGrand Valley University all others joined from the Divine Mercy Church.. He trained them for running the first summer camp. The first summer camp held from .. for 32 middle school students with the help of 24 youth mentors and 5 adult community mentors.

The project is exploring further collaboration with RGVU service learning center and other local partners. The project was hosted by Proyecto Desarrollo Humano, Penitas, Texas and  majority of the participants of this chapter are Mexican Immigrant Children.
